I looked at the front page and didn't see anything relevant. I hope this isn't a well known problem.

Is anybody having cellular connectivity problems with the Watch 4 after the latest Watch OS update to 8.1?

You get used to T-Mobile not have the best LTE in the country where I live, but now the connectivity is so bad that I have to think about lugging around my 13 Pro Max when I am out hiking.

T-Mobile says that things are provisioned correctly, and if there is any construction going on they haven't admitted it yet.

Connectivity with the 13 Pro Max is great.

Since you mention T Mobile, I'll throw out the possibility that it's related to their work on their network, rather than anything with Watch OS 8.1. I've seen several issues in the last year where my signal would drop (mostly on my phone) for a couple of days, then bounce back to normal. I know that y'pure not eperiencing the issue on your phone, so it might be a different issue, but it could also be that your phone has cellular band 71, while the watch doesn't, so if it reverts to that band, you would only notice it on the watch.

Who knows, but if no one else reports 8.1 cellular issues, I'd suspect that it has to do with T Mo & will likely resolve itself in a few days.
