Thinking of getting a watch 9. Currently I don't have a cellular plan for the watch but could envision getting one at a later point in time. I was curious if there is a difference in battery life between the gps only model and the model with cellular if cellular is turned off? I presume it would be shorter if cellular was on.
 
Cellular on decreases battery life. Having cellular turned off shouldn’t be different from GPS only
 
Should be no difference.

Even if you have a cellular plan enabled, the watch doesn't turn on the cellular radio unless it's unable to contact the phone via bluetooth AND has no known Wifi connection available.
 
In my experience cellular turned on always decreases battery life, even if I am always connected to iPhone or Wifi. Not drastically, but I can see it at the end of a day (perhaps roughly 10% less battery). On Watch series 7.
