I have two charge cables in that one must have came with apple watch 4 and other with apple watch 7 but I'm not sure which is which. The silver rimmed one is slightly thinner than the all white. Is one of the cables superior to the other in terms of charging speed, etc? Also I have various apple charging blocks, some smaller probably came with phone and other's larger, probably came with ipad. Does using the bigger block make a difference in watch charging speed?

I believe the cable that came with Watch 7 should charge faster. Only way I can think of to figure out which is which is to try charging on each, and time it to see if one charges faster than the other.
As for the charging blocks, the bigger ones should theoretically charge faster, but again, you'd have to test and compare to see if they make any perceptible difference.

The one that came with my series 9 watch has a USB-C connector, a braided cable, and is silver colored.
The old one from my series 5 has USB-A, a cable that isn't braided, and is white.
I mostly use the old cable with a 5w charger since I charge overnight (w/optimized charge enabled) thus in no rush, and figure slow charging creates less heat and is better for long-term battery longevity.
I notice that in the OP's picture, neither has a braided cable, so there could be more versions of the charge cable than the two I own.
Fast charging came out with the Series7, cable switched to USBC and has aluminum around the puck.
Braided cable first came out with the Series9 & Ultra.
You only need 5 watts power (PD) to fast charge an Apple watch.

Ah yes, I did not pay attention but the silver puck does have a different connector, I think USB-C. All this time, three years now, I have been charging my apple watch 7 with the old style apple watch 4 charger. My watch battery health is down to 80 percent which is definitely very noticeable now. I wonder if using the old charger has either helped or hindered or made no difference at all in battery life?

your battery is probably better off with the slow charge, fast charge is more heat, batteries don't like heat.
but, chances are any difference is minimal.

yes, this is USB-C.
There are so many factors that impact battery health, I'm in doubt that fast charging has a noticeable effect.
I charge my S7 and U2 overnight on the old USB-A puck that came with my S0, only fast charge when I'm not at home.

Watch 10 , one month old . Optimized battery charging has not kicked in yet . All setting good .
Does any one know how long it takes to start working ? With my previous Series 7 , I believe it took a couple of weeks but I'm not 100% sure I remember well ;-)

well, I'm afraid I have no other suggestions other than to contact Apple support and they likely will suggest a un-pair/re-pair, which you'll have to decide if its worthwhile or not
