Nobody but Apple knows, but I don't see them doing watch faces so early. The watch-aspect is the device's trademark... consider how the lock screen on iPad/iPhone is really pretty minimal and barely customizable at all. Prior to iOS 4, you couldn't even change the home screen wallpaper from black on iPhones. For that reason, custom watch faces could be awhile. It's a very different Apple from the one in 2007, on multiple fronts, but seeing how FUGLY the custom watch faces skew on the Google wear side, I don't see Apple jumping into that- be it an approved developer, and even less likely, end user.
