Watch GPS, remote connection to iPhone

Let's say I forget my iPhone at home - on and connected to cellular/wifi network and I will have my paired watch GPS with me, connected to wifi. Will I be able to call/receive messages to/from non-apple devices via the watch through the iPhone? Or does that work just for iMessages/face time? Thanks!

Your Watch will be able to do everything (including calls and texts) over WiFi but only if your carrier supports "Wi-Fi Calling on supported iCloud-connected devices"

Example:

If it doesn't then you will only be able to do FaceTime Audio calls and iMessage over WiFi.
