After removing from the charger overnight, my watch will display only the clock face, and if I try to go anywhere else, the unlock screen. However, on a few days, I have NOT unlocked my watch, and within an hour later, I can use any application on it with no logon required.

Is this normal? Sure doesn't sound like it's protecting from being used by others!

1. Are you on WatchOS 2.0 beta? If so, that's a bug
2. If you're not on watchOS 2.0 beta do you have the setting turned on that allows you to unlock your watch using your iPhone?
 
If you've got the watch on and you unlock your iPhone, that also unlocks your watch (I actually find that convenient rather than entering the passcode on the watch's tiny screen)
