Ever since the new update on Tuesday, my watch doesn't seem to show contact names for texts and calls.

It will show it every once and a while but most of them just say the number.

I tried the "reset sync data" but when I hit that it doesn't do anything, is that broken too?

I believe someone else mentioned this feature was corrupted. 3.1.1 was not ready for release. I have not upgraded personally to the latest Watch OS yet, being its been withdrawn.
 
I also had a similar kind of problem.

Open the Apple Watch app, go to General and then Reset and then tap the bottom one, Reset Sync Data.

It'll wipe out and re-push calendar and contacts info from your phone. Give it about 5 minutes to work (if you open contacts you can see them show up in real time,
 
I chatted with Apple support that basically told me they are aware of the issues facing 3.1.1 and they are working on an update to push out ASAP. That's all I got from them.
