What affect will the be on an Apple Watch paired to an iPhone with no cell service? Tried a search and found nothing.

Everything that’s usable on the phone with Wifi will be useable on the watch. Those that rely on a service won’t.
I guess thats kind of duh Huh? So email, messages etc... as long as on wifi everything is normal. leave wifi and nothing until back on wifi.
Not 100%. Some things work just between the watch and the phone. The step and HR tracking would still work for one.
If The iPhone is tethered through Wi-Fi without cellular, your Apple Watch should still receive notifications, assuming they both are connected to wifi.
