I have the Apple Watch S4 running 6.0.1, paired with iPhone X running 13.1.3.
Previously my watch would unlock when I was wearing it and unlocked my phone at the start of each day. Since then I had to send in my phone for repair. Ive since received this back and now I am unable to unlock the watch from the phone.

While I wear the watch, I go to the Watch app on the phone, Passcodes and toggle on the 'Unlock with iPhone' switch. The phone the asks me to type my passcode on the watch. I do this, and all i get is a constant spinning loading icon on the watch. Nothing happens on the phone. I left it for 10 minutes and it was still spinning when I looked again. Swiping out of the app on the phone stops this, however when going back into the app, the Unlock with iPhone switch is OFF again.
Whats going on?
 
Try unpairing / repairing the watch.

Seems something must have gotten messed up with the phone in getting repaired.

Under passcode Check unlock watch with Iphone is on
check that blue tooth is on on the phone.
In the past I have had to turn off the mirror for airplane mode because of this.
To fix it, I placed both in airplane and power off.
Reboot the phone and turn of all trans
Then reboot the watch and turn on transceivers.
make sure you phone is locked. Unlock your phone and see if it unlocks.
