Watch sending text as SMS

For some reason when I send texts to people with it always go out as SMS (Green color) instead of iMessage. I tested it out by sending text to myself and it goes out as green text. I have cellular and doesn't matter whether iPhone is nearby or I'm away from my phone. It kind of happens randomly. I rebooted Watch, toggle iMessage on/off on my phone, it always come back with same issue.

Same area ? Maybe you don’t have a strong connection so data speeds are bad so it’s just sending a sms?

Can't be because my iPhone is next to me and it works fine on my older Series 2 Watch. I've repaired the watch and same issue.
