Watch Series 2 won't sync music by songs.

My Watch died and has subsequently been replaced by apple but now in the app on the iPhone when I try to sync music it won't long me sync by songs, only storage. The problem is that storage is limited to 2gb, yet when I could sync by songs (limit 250 songs IIRC) I could get more music on it. Any idea why I don't have the option to sync by songs now?
