It seems my Watch 4 is not connecting to the cellular network while away from the phone. I’m not sure how it stopped working suddenly, the only thing I did was sign out of iCloud on my phone and signed back in. Didn’t realise it will have an impact on the watch.
This is what the watch shows under - Mobile Data - option right now.
I think this just means that the watch is not connected at present, as I’m right next to the phone.
On the watch app it shows this -
