I have an unpaired Apple Watch that won‘t charge. When on the charger, the Apple logo displays. Off the charger it is just black. I have tried a different charger, no luck. I have tried a forced restart, also no luck.

My mother bought several watches a while ago and this was an ‘extra’ that has been in her closet for a year or two. I am trying to figure out how much a repair will cost and whether it is worth doing, or if I should just buy a new one.

If possible, take it to an Apple store. Which series is the watch? May not be worth repairing.

2nd, I think. Is there a way to tell for sure without turning it on? It is 180 days out of warranty. I know that because I asked when I called Apple. Nearest Apple Store is about 45 miles away. I hate to drive all that way and find it'll cost $200 to fix it. I was hoping somebody had had a similar issue and could give me a ballpark idea of what a fix would cost. If it's $200 or more, I'll just buy a new one.
 
You say it sat for 1-2 yrs. If it wasn’t fully charged when placed in storage the battery may have discharged below the point where it can be recharged. I have no other ideas.

Because the Apple Watch was not used for so long, the lithium ion battery depleted to the point where it can't be recovered. That's the unfortunate side with those types of batteries, as they have to be charged once every so often. In your case, you're going to need a battery replacement from Apple.
