I have a 16P and S10 watch. The watch app says there is an update to 11.0.1, as we all know. So I try to update. In the watch app I tap on General, Software Update. It checks for an update and says 11.0.1 is available and the size is 168MB. I tap on download and install and I enter my passcode. It starts the download, but then the screen shrinks up and then down and reappears showing watchOS 11.0.1 again. Again, I tap download and install, enter my passcode, it begins to download but then I get a message that says I have watchOS 11.0 and that "Your Apple Watch is up to date with the latest bug fixes and security enhancements". Nothing got updated.

Did Apple pull the update? I can't figure what's going on. I've never had this happen before. I rebooted the phone and the watch but nothing has changed.

Any thoughts or suggestions would be appreciated. Thanks.

Did you reboot both phone and watch?
after you do that, initiate the update from the watch itself, not the phone
 
Thanks. I think I got it fixed. I checked the app on the phone and somehow WiFi was turned off. I turned it on and now it's downloading. Thanks again for replying!
