I'm trying to help a desparate friend who has lost his Watch...at home, several weeks ago.

The Watch battery is probably empty now, but oddly, the Location app still sees the watch at home. Even new WatchOS updates are notified on his iPhone. Unbelievable…

Any suggestion ?

Your friend will just have to keep searching the house.
 
If the battery is dead, it's too late now, but you can use "Find My" to play a sound on a Watch (or iPhone or iPad). I will admit to having misplaced phones and watches and using this to locate them. :)
