How do we go forward from Beta back to standard now that WatchOS 3 is out officially?

You should already be on it if you don't have any updates. Make sure your build number in about is 14S326

Is the GM the same as the public release? I mean I understand GM but didn't know if it's literally the same.

It should, there were occasions that people saw a slightly updated public release then the GM, but by all accounts the GM is the what will be given to people as a public release

Yes. The build numbers are identical so it's literally the exact same build. If they were different in any way, they'd have different build numbers.
