watchOS 3: scribble-to-reply in text outside of messages and mail?

I hope this hasn't been asked before.
Does the scribble-to-reply work outside of the first-party messages app? Like if you get a WhatsApp-Notification. Can you answer it this way, too?

Not sure if Apple will allow it (probably not) but apps can't be updated to take advantage of wOS3 features until after launch.

It seems like it will be exactly what I was afraid of: watchOS 3 still won't make the watch good enough to use it as much as I'd want it to. Even though it might be way faster; this will be absolutely meaningless to me if I still can only reply using my voice or some lousy standard-answer selected by WhatsApp.
