I had to jump in and save someone in a chlorinated swimming pool with my iPhone in my pocket. After I got them out, realized I had my phone in my pocket, and panicked even more, I hit the lock button, effectively (possibly) short-circuting the device. I then put the phone in rice overnight and left it drying on the kitchen counter for 10 days. When I plug the phone into the computer, It displays the apple logo and tries to restart but can't.

I'm going to sell it as a water-damaged iPhone on eBay, but was wondering if I can somehow boot into the iPhone Operating System or repair it on the cheap.
 
You can try a repair shop that does iphones or bring it to apple and pay the $200 fee to have it replaced.

A repair shop would probably be the best way to go...save you a couple bucks and you'll retain your original info(as long as they're able to fix it).
