way to change settings based upon Wifi vs 3g?

Does anyone know of a way to have the phone automatically change settings based upon whether the data connection is made via WIFI vs 3G?

I am on a limited data plan and would like to prevent mail being automatically fetched when I'm out of WIFI range. However, I would like it to be automatically downloaded when I am on a WIFI network.

I was looking at something like SBScheduler which seems to be able to do this on a schedule but I don't want to purchase it since I'm not sure if it does what I want it to do based upon data connection. Any software in Cydia to do what I want?
