Every time I close TextEdit or Preview and open a text file or image later, these apps show me the last file(s) I was viewing before I closed the app. Is there a way to turn this off?

It seems like the only way you can close a file for good is to close the window, then the app. Some iOS features do not translate well into a standard computer OS and this is definitely one of them.

Option-Command-q or System Preferences -> General ->Restore Windows when quitting apps, uncheck
 
There's actually no need to quit either TextEdit or Preview.app manually anymore. The system will take care of quitting the processes for you. All you have to do is close the windows, when you're done with them.
