Seems like these days perhaps in certain cities one can no longer upload pictures for Police Reports. For other incidents like crash reports or traffic one still can upload pictures. Not sure if this is the case for some cities or all cities but removing camera options for police reports is not good. Many people find the Police report feature quite useful.
