Weather App Geo-Location Always On?

Is anyone else seeing that the Apple default weather app is always pulling geo-location (hollow location arrow) even if the permissions are set to allow location services only in app?

Is this a bug or has it always been like this? I've just noticed it in iOS14.
 
Nevermind, I figured it out. It's because of the complication used on my apple watch. I switched from Dark Sky to the weather app complication because Dark Sky is broken in WatchOS 7.
