Weather Elements not loading

Hi all

I've installed Weather Elements onto my iPhone 3GS JB 4.1
When i press the icon to go to settings, nothing happens, it doesn't load.

On the lockscreen i get some clouds across to to and the slide to unlock bar.

Any help would be appreciated
