After trying for hours I have finally installed iOS 7 on my iPad. After a few minutes a popup appears asking for location services for weather and I said yes without thinking to take a snapshot but when I went to the settings I found out that it was there too:

Check the notification center, under the today view. If nothing is there then they don't plan on adding it and it was an oversight.
 
On my iPad 3 it says under Friday June 28th: Thunderstorms currently. The high will be 84º. It will be scattered thunderstorms tonight with a low of 66º.

Doesn't seem like an oversight.
 
You can also ask Siri for the weather where you are or in a particular location.
 
OK, so I get it now. I have been using an ipad 2 and on iOS 6 there was no weather in notification center and no Siri on ipad 2 (there still isn't :p ) so I thought "oh! This is new!" And automatically assumed a new app without thinking about the face that it was in notification center :p
