Weather location will not update

My weather location will not change on my apple watch. It just stays on my local city. Do I have a setting wrong? Thanks

Try restarting both. Then un-pair and re-pair if that doesn't work.

I set it to "always".
This is a bug that is present in watchOS 4 for quite a while. No sign of improvements whatsoever.
For me, it updates, but takes insanely long that it loses its usefulness already.
