iOS webapp in app store ?

Can a webapp be published in app store ? If yes, same developer license work for it ? Any links ?

If no, how would i recommend my client to distribute an webapp ?

I need something like based ion some data that came from server, I need to show an alert, is it possible in webapp ? Would I have to do that using java script ?

There is an apple directory at http://www.apple.com/webapps, and there is a link on that page for submission.
I believe there are other non-apple web app directories out there as well.
