with the latest updates including safari 13.1 installed
do the following pages open correctly for you(all pictures)

www.timesofindia.com
www.economictimes.com

apple says they work correctly but not on my system

It's caused by the useless "copy protection" on the site. Not to mention they use cms files. Safari can open this file
https://photogallery.indiatimes.com/thumb/msid-69359148,width-168,height-126.cms but it is not displayed in the "protected" gallery.
