i don't believe the one in cydia is updated to run on ios4 devices.

unzip and follow the insturctions provided in the link to change your location settings. then ssh into your phone and put it with your witerboard themes. activate in winterboard respring then you should be good.

give it a second or two to load on inital respring

yeah you gotta ssh it, the cydia one isn't updated.
