Apple Music Weird Apple Music problem

So I got a new phone yesterday and completed the data transfer. I download all my music from Apple Music as I find myself without signal a lot of the time at work. All the songs in my library seem to be in different states of downloaded though:

What does the broken circle icon mean? Will everything just eventually finish downloading?

Yes, it’s just order of downloading songs. You could check state in downloaded tab on library screen
