I have found lately that sometimes my iPhones don’t ring but my watch does. I am holding my phone in the same hand that has my watch. Either of my phones ring for most people when I am at home on my wifi which is where I have been when this happens. I do have a series 3 lte Watch.

I would attempt the following:

Disable LTE, Unpair the Apple Watch from your iPhone, power the Watch Off. Power the Watch back on, Then re-Pair the Apple Watch to your iPhone, re-enable LTE.
 
If your phone is locked and the screen off the notifications only go to the watch. If you have it “on” in your hand the phone gets the notification. It took me awhile to get used to but I like it now.
