Weird backup and restore problem

I went from a 4 to 4s and did my restore from my iCloud backup. I gained everything back but my camera roll. All texts, apps, and settings are exactly how they were. My wife on the other hand went from her 3GS to 4s and restored from an iTunes backup and lost her apps but kept her camera roll. Anyone have this same problem? Anyway to restore my camera roll from my 4? I backed up all my pictures via image capture on my iMac but when I tried sync to photos it's puts them all into an album that you can't delete photos in. Just the photo editing works.
