Weird bug!

When ever I quit an application the top bar disappears,so i cant turn of my early 2011 MacBook Pro without pressing the power button and I cant even use spot light
so two questions
1.What is wrong

2.What can I do to fix this?

Try creating a new user account and see if it happens in that account. Also, try repairing permissions, reset PRAM and reset SMC.

Thanks the reset of the PRAM strangely fixed it.
