I have an IPad Mini 1st generation. At the moment I'm using the 10W charger from an IPad 2.

Here are the tests I have done

Test 1
It charged before IOS 7. After IOS 7 not charging.
Test 2
Same cable and charger into Ipod Touch. Charges
Test 3
Different cable same charger to the Mini. Charges

I've also used a non OEM charger and the test results are the same.

What is going on here?

Please help. Running IOS 7.04

Is the cable an Apple original or a knock off from elsewhere? Apple are tightening up on allowing non-certified lightning cables to work with newer devices, although I've only had warnings, not refusals to charge, with my iPad mini (my rMini on the other hand outright refuses to charge except from a certified cable).
