Basically this shows up on my screen. It seems to be showing the IP address for my modem, but putting my login details does nothing. Putting it into airplane mode on the lock screen does nothing. Restarting does nothing. Syncing to my Macbook does nothing. What do I do?

Forget the connection in settings wifi then reboot your router and reconnect.
 
Do you have a current backup? If not can you connect to iTunes and create one. Worst case scenario it might require a factory reset and then a restore.

Are you current on IOS 9.3.1? If not you could also connect to iTunes and update and see if it's usable after that.

I am on 9.3.1. And I would restore it, but this happens when I click restore in iTunes.

Put it into DFU mode, and then restore.
1. Plug in to computer
2. Hold down home and power buttons for exactly 10 seconds
3. Let go of power button and keep holding home button for 15 seconds

iTunes should say the device is in recovery mode and it will prompt you to restore the device.

Googling "iPad password will be sent in the clear" turned up results that suggest that this may be caused by an app, podcast, song, etc, that is stuck while downloading. Deleting the stuck item should clear this up.
