Weird Login Screen Issue and Loading after Login (Video Inside)

After the security after on 10.13.1, this happened. The login and the after login screen have different resolutions.

fixes done:

reset NVRAM,
reset settings
update to 10.13.2

how can I fix this this is so frustrating
