Weird MBA2013 13" 4gb behaviour

Hello guys,

my MBA's battery capacity is low. However, when my battery is at 10-15%, my Mac gets really sluggish, I have beach balls everwhere...
When I plugin the power cable everything is back to normal.

Am I right if this is a sign that I Need to get my battery replaced??
