My friend got this email and asked me about it, but I honestly have no clue what it is for? I was thinking its because she has Lion Server and not just the regular one and that is expiring? However I wasn't positive. Didn't think it was a scam because its not asking for money and doesn't have a "click this link" in it.

The following Apple Push Notification Service certificates, created for AppleID xxxxxxx@gmail.com will expire on October 31, 2013. Revoking or allowing this certificate to expire will require existing devices to be re-enrolled with a new push certificate. You can renew your certificates with your OS X server administration tools.

Yes, it's because she's got Server.
It's to do with creating Push Notifications. Her AppleID is allowed to transmit push notifications to Apple devices. That is about to expire, and if she wants to continue doing that, she needs new certificate.
