I recently upgraded from the Xs Max to the 11 Pro Max, and for some reason, without me deleting anything, a whole mess of my iCloud passwords are missing on both my MacBook Air and my iPhone..... Anyone have any ideas? Is there a way to refresh it to and older list or are they just gone? I didn't have this happen when I went from the 7+ to the Xs Max...seems weird.... I don't get it.
 
I have similar problem - when i recover timemachine backup from old macbook to new. Old keychain was corrupted but working fine on old macbook. I had to delete keychain from new macbook and sync icloud keychain to the new created one. But you lose some password which are stored locally and didn't sync to icloud keychain.

Search for "backup and create new keychain in macbook" and If I remember iPhone create new keychain if you turn off and on keychain sync in icloud...
