I've never seen this before so I'm not sure exactly what it is or what caused it. I've created a new user account and the icon is normal, so it's obviously something in my current account. Any thoughts on what happened or how to fix it?

BTW, it still functions as it should.

Exit out of System Preferences and go to /Library/Caches and drag a file called "com.apple.preferencepanes.cache" to your desktop. Open system preferences and see if the weird icon is fixed. If it's fixed, you could delete that file you dragged.
 
Just some cache issues. dartzorichalcos' suggestion should work. If not, you can download a tool like Cocktail that has a cache cleaning option.
 
This is a known bug that pops up every so often. As others have said its just a cache issue.
