I was half asleep when I put my watch on this morning. It had just updated to 9.2. It asked me a new question I’d not seen before, something about Apple Watch Faces location services, and gave me the 3 options of not tracking, always or while using. I can’t remember what I selected and wanted to check I selected the right one but for the life of me I can’t find that setting anywhere on the watch or watch app. can someone tell me where that setting is for faces ?

only one I can find is the general location services option on the watch no that’s just an on/off switch.
 
Ok. Well I finally found it. It’s under the Privacy->Location Services on the phone which is weird. Still not sure what it’s doing.
 
I've never noticed this. It is strange. I'm glad you mentioned it. The "app explanation" doesn't make sense. I will change it to "ask next time" to see what happens.
