I'm like 10 feet away from my wireless terminal, and yet my airport is never at full bars?! wtf haha

This could be due to some interference problems. If you are using an airport router check the transmit power and try adjusting up AND down. Also try using interference robustness. Either way it is not necessary to to get all the bars to still get the maximum thruput. Sometimes i'm far from my router and get full strength yet it will go down as I get closer, go figure.
 
I'm piggybacking off my landlord's wifi, i gave him my MAC address and he granted me permission.

Well now thats really nice of him! I guess you can't really complain then, lol. Like i said before, unless you are having speed problems, the signal strength being a bit below optimum is not really an issue, try a speed test and post your results along with what kind of connection your landlord has (cable,DSL,other).
