for the aTV, it lets you "move" your aTV to another location. At least it will look like it's somewhere else to the servers that are sending the video.

for sports blackouts, you can make the aTV appear to be in another city, that isn't blacked out.

you can also have it appear to be in another country.

of if you're on a corporate network that blocks netflix or others, you can bypass that block.
 
I have heard that VPN can show region based content. Will it work on Apple TV?

Using a Smart DNS, you can manually change your DNS on you ATV to be in any region you want. Similar to a VPN but you can do it on your ATV.

You do have to subscribe to a Smart DNS service (which is pretty cheap) via your computer, tablet or phone; like a VPN...
