I'm looking for an app (perhaps an easy to use one) that will help me create a user manual similar to this one in the image. Someone told me Adobe Illustrator is the key, but that's a huge learning curve for me.

Here are a few vector alternatives to Adobe Illustrator:
Inkscape (free, but you have to download X11 on your Mac first)
iDraw
Sketch

I use iDraw & Inkscape most, I think iDraw is the easiest to jump into and if you have questions, ask on their Facebook Page, the devs are very quick to respond.

Pixelmator - Vectormater Vectormator is part of Pixelmator now, you find that a pretty cool tool.

and Vectordesigner is pretty good too.
