What app is best for PDF annotation?

I use PDF Expert by Readdle. There are other options like Good Reader iAnnotation etc

Not happy at all with Good Reader on iOS 7. Seems to have rendering issues (frequently just displays grey, these are short few page pdf's...) or crashes when flipping a page. Or suddenly can only sync in one direction with Dropbox. This is on a new iPad Air. I'll probably try PDF Expert next if Good Reader isn't updated soon (it sounds like they are working on a major update, but not sure when).

Agreed. Waiting impatiently for a Goodreader update.
