when an iphone haas been lost.

My sister lost her black iphone 4s Verizon and we're sure it's been restored by whoever found the iphone. Is there any way we can still track after restore?

What if we wait it out and hope this person turns on location services and/or uses the SIM card, Do any of these factors make a difference. Or once it's restored it's final.Period. ?

Not thru icloud. You can check with your carrier. But unfortunately it's not likely.
