what are the cheapest windows mobile cellphones

i want to use skype on my cell and windows mobile is my only option really because i think the other one is for and i want a cellphone
im not to picky of the other features really just wanted to see my options

a camera,and the ability to use it to download files such as ringtones and such without paying to do it through the provider (eg usb,bluetooth ect.) would be a bonus
