What are the recommended aps for those who use Windows laptop/tablet to annotate pdf?

Hi, I tried Xodo on X1E. There are some issues: 1. The program does not automatically straighten the highlighted area. For underlining, it automatically straighten the line but not for highlighting. 2. When the size of the highlighter is not wide enough to cover the words in one trial, I had to do it 2-3 times. The over highlighted area became darker. I prefer uniform color. 3. After annotating the pdf file, I read it using Edge and Acrobat. The highlighted text became invisible. Moreover, the yellow highlighter became solid yellow to cover the text. Any program that can deal with all these issues? On the iPad and Samsung device, I did not have these issues. Thanks.
