Since installing iOS 16 with the Fitness app on my SE 3, I sometimes get a notification saying something like "You're off to a great start. All three rings are looking good."

What are these three rings? In the Fitness app I can see a detailed "ring" for "Move", showing how many kJ I've expended. The summary page also lists "Steps" and "Distance" but these don't seem to be tappable (it just opens the same Move ring). Are these the other two rings that the notification is talking about, or are there some others hiding in the app somewhere?

I have an Apple Watch so I'm not entirely sure, but is the SE 3 capable of tracking stand and exercise stats on its own? You might need the watch for those.

I can't find any sign of green or blue in the Fitness app, only red.
I believe red is based on a goal (calories burned) that you can select. If you don't initiate a workout you won't see the green ring I believe.

Shows in my Fitness app when no workout initiated/completed. Just a small circle with arrow sitting at 12 o'clock on the rings graphic.

Not seeing anything that might exclude the other rings. For example, if I try to set to zero exercise, can't do it, lowest it will go is 5 minutes.

Per this MR news story, sounds like only Move will show if you don't have a Watch (makes some sense). So sounds like a message that is not fine-tuned for those not using AW with Fitness.

ADD: and per Apple's own support page, image and text points to will only see Move without AW.

Right, I meant that the green part wouldn't get "filled in" (with darker green) unless you were completing workouts.

It seems like you've got it. So the phone by itself only has Move and can't track the other two, yet for some reason the notification says the other two - which aren't tracked - are on track. No wonder I was confused!

Yeah, I get why exercise does not show, but a bit odd that a phone can't record stand? Only reason I can think of is that a phone might be placed on a desk/counter/nightstand while one is moving about vs Watch is with the user most of the time.

I think that's a solid explanation. When I'm home I rarely touch my iPhone and don't carry it around. It's iPad or Mac 99% of the time.
