I have a user who when saving periodically to a USB drive experiences a weird issue.

She tells the Word 365 document to save and it apparently does. Then she attempts to close the document. It oddly prompts her to save again even no changes were made. She tells it to save and the document closes only to open itself up again. She tells it save and once again it apparently does. Then she attempts to close the document...and you get the idea.

She can break out of the loop by choosing Save As and giving the document a different name.

This doesn't always happen and doesn't happen only with Word documents.

It doesn't matter whether "Ask to keep changes when closing documents" in the General preferences is checked on or off.

The problem can occur in safe mode. The OS version is 10.14.6.

Now here's the mind blowing thing, the behavior is occurring across her multiple computers, not just one. But here's another odd thing, it seems so far to affect only when she saves to a USB drive.
 
The issue could be that the USB drive is starting to fail. Run Disk Utility first aid on the USB drive.
 
What year and model Mac computer is being used where the issue happens? What version of macOS is being used on the computer where the issue is happening?

Try creating a new user account, restart the computer, login to the new user account and see if the issue still happens from the new user account.
