I would like to know which cpu and what settings to use in Utm when emulating Linux x64 vm.
 
In all honesty, there's not enough information provided to even attempt to make a recommendation. At a minimum, you would need to provide the host machine's HW specs along with which Linux distro you want to use and what you would be using it for. This is all information you will need to provide on the UTM Discord as well.

I just went with the default "x86_64" option and let it choose for me when I tested this out. Be aware that the performance of this is not very good (as I'm sure you're already aware). You'll want to make sure you have "force multicore" checked as well.

It's a M2 cpu, and I'm trying out Debian x64 because there were some programs on arm Debian I couldn't use. I've given up now thought because it's just too slow.

Correct. Its already known and admitted the best performance can only be had if the distro is for arm. im in the camp to use the best tools for the job. If I need full Linux experince, I use an Intel machine.
